Deprived Puroik community cries for justice

ITANAGAR, Sept 29: A wave of joy and happiness moved across the Puroik (Sullung) community after the legislators irrespective of their party affiliation had raised voice in unison for social equality, justice, job opportunity and rehabilitation and resettlement  measures  for the Puroiks (formerly bonded labour)   on March 21, 2011 during the 5th session of the 5th Legislative Assembly.

Subsequently,  responding to a private member resolution moved by MLA Karya Bagang,  9thChayang Tajo (East Kameng), the then Dorjee Khandu led Govt had constituted a high power committee to prepare a report on the socio-economic status of the Puroik. The marginalized community had every reason to ‘choose hope over despair, opportunity over misfortune’ after the formation of  the committee as they are facing humiliation from generation to generation, may be due to faulty way of life adopted by their ancestors.

Apparently Puroik community were building castle in the air as their dream to come into mainstream  for dignified life  along with socio-economic development  was shattered by the state government’s obscure employment  policy, particularly for the well-being of  the Puroiks. The community leaders are claiming that none of its youth has been absorbed in the recently concluded state-wide APPBn and IRBn recruitment rally despite many youths were qualified for written test. A High power committee in its report submitted on 23rd December 1998, recommended that eligible Sullung candidates should be given relaxation in educational qualification for jobs in central and state government, particularly in Armed Force, Para-Military forces and Police and Forest etc. But the recommendations have never been implemented. The community rued that due to non-implementation of the recommendation,  the eligible and qualified Pouroik youths  were denied job opportunity in the recently  concluded police constable recruitment drive.

 The community under the banner of All Puroik Welfare Society (APWS) has been demanding for job reservation within Scheduled tribe quota since many years. Be it a fault of government in formulating employment policy for Puroik community or fault of the police authority,  the eligible Puroiks were deprived of job opportunities. Meanwhile, when contacted, Director General of Police clarified that government did not issue any instruction for job quota for Puroik community in the recently concluded police recruitment.  

 “We have been getting only lip service from  the government for special privilege in job opportunity” said Kapit Bechang general secretary of APWS. He further rued that absence of clear cut policy from the Government side and non-implementation of high power committee recommendations are demoralizing the community in its endeavour  to live a respectful life.

“Listing Puroik community as most backward and endangered tribe in every census report is a good gesture shown by the government but non-implementation of welfare measure like infrastructural development and rehabilitation and employment opportunity is ‘a double humiliation’ for the tribe,” said Bopai Puroik who is posted as EAC Anini.

It is worth mentioning here that  earlier following the directives of the Supreme Court (in writ petition (Civil) No. 3922), a high power committee was constituted by the state government which submitted its report on  23 Dec 1998. It was followed by another high power committee constituted in March 2011  which submitted its report to the Chief Secretary  on 9th November 2011, wherein it recommended for constitution of an autonomous agency to monitor effective implementation of schemes for the upliftment of Puroik people. The Committee also recommended rehabilitation and re-settlement and employment opportunity, educational facilities, implementation of centrally sponsored flagship schemes for poverty alleviation and implementation of Anganwadi services, provision of basic amenities and most importantly exposure visits of Puroik children.

Despite numerous efforts and attempts from the state and central governments to bring the Puroiks in the mainstream of development, the Puroik people are being neglected, and their voice for justice and equal opportunity  is being unheard by the government.

 

 

Capital administration conducts eviction drive

ITANAGAR, Sept 29: The capital complex administration today carried out eviction drive at Naharlagun town. The drive begins near Arunachal state hospital and later spread to different parts of the town.  The drive was led by Capital Complex deputy commissioner Sanjay Goel. Additional deputy commissioner Bokar Basar, Additional District Magistrate cum Estate Officer Taloh Potom along with state police, IRBn and CRPF personnel were part of the drive.

The illegal encroachment has become a menace in capital complex with land grabber engaging in rampant encroachment. The failure of capital administration to stop encroachment had angered law abiding citizens of capital. However ever since young IAS officer Sanjay Goel joined as DC capital considerable effort has been made to streamline land-law in order to ensure that illegal encroachers do not use loopholes for their benefit. The effort put by DC Goel is appreciable and need to be recognized.

However history shows that deputy commissioner who took strong action against illegal land encroachers in capital is usually transferred out. Hope DC Goel will not meet same fate and state government will back him, so that he is given enough time to implement his ideas to make capital complex - an ideal city.

 

 

No fund crisis in state: Mein

ITANAGAR, Sept 29:  The Finance, Planning and PWD Minister Chowna Mein today clarified that government of Arunachal is not facing any financial crisis. Replying to the question raised by Trinamool Congress MLA Laeta Umbrey whether state is facing acute financial crisis, Mein stated that government is having some financial constraint which is forcing curtailing of expenditure for the moment.

Mein informed that financial constraint is being felt because of the implementation of sixth pay commission in the state. “Major share of fund given by Centre is spent on paying salaries to the government employees. When sixth pay commission was implemented in the state, government had received massive amount of money as upfront from hydropower companies and therefore Govt could bear it. But things are not same and therefore we are having some problem in managing it,” said Mein. He added, “but these are temporary problems and we have taken various steps to ensure situation improves in near future. Austerity measures has been adopted by which state govt has imposed a ban on creation and filling up of non-plan posts besides ban on employment of casual and contingency  staff by any government department.” Also general ban on purchase of new vehicles is imposed and no department will be allowed to enter any extra financial commitment beyond the sanctioned budget, he said and added that no LOC (letter of credit) system of drawing wages would be entertained and wages would be drawn through treasuries. The state government has also banned foreign tour on official account to government functionaries, he added.

 

Pot shot in assembly

ITANAGAR, Sept 29:  The legislative assembly today witnessed rare scene of treasury bench members taking pot shot at each other. It all begin when Trinamool Congress MLA Laeta Umbrey while raising question about pathetic road condition between Higher Secondary School to Bank Tinali passing through important colonies like ESS sector where many VIP resides, drew Congress MLA and former finance minister Kalikho Pul into the debate.

Umbrey stated that though ESS sector houses many MLAs including himself, Kalikho Pul and others but road never get repairs. Yesterday Laeta Umbrey had jokingly offered PWD and finance minister Chowna Mein to visit his home for cup of tea in order to inspect bad condition of MLA bungalows. Continuing that discussion Mein in lighter vein told Umbrey that he will visit bungalow of Umbrey to have cup of tea this evening so that he gets better idea about bad road condition of ESS Sector. However Kalikho Pul urged finance minister not to take matter lightly and said during his tenure as finance minister Rupees 17 crore was released for maintenance of said road but no improvement is seen and wanted to know where 17 crore money was used. “Serious issue ko majak nahi karna chahiye. Road condition is very bad and government needs to seriously work for improvement of capital road,” Pul said. Chowna immediately retorted and said, “Am not joking and I am serious about what am saying.  Also you were finance minister for quite long time, what you did to improve road condition.”

 

 

War of words between Power Dept and Assembly Secretariat

ITANAGAR, Sept 29:  The power department has taken strong exception to Assembly Secretariat’s statement of blaming them for failure of air condition system of Legislative assembly building, Naharlagun during ongoing assembly session.

In a release T. K. Tara, Executive Engineer (E), Naharlagun Electrical Division questioned how assembly secretary can shrugged off his moral responsibilities of managing affairs of assembly secretariat including that of maintaining air condition.

“His responsibilities among others include priority in ensuring and facilitating trouble free operation of all services and facilities in the Assembly Hall, like the electricity, audio-visual gadgets, water supplies, communication systems and furniture’s etc.  He is always abreast of the status of the air-conditioners and other electrical gadgets of the Assembly.  He is clearly aware of the facts and records that the existing air-conditioner plant is more than 20 (twenty) years old.  It has already long outlived its designed service life,” stated EE. He further added, “ Everybody at assembly secretariat is fully aware of the fact that out of 4 units of the plant 7.5 Ton capacity each, 2 had backed out since many years and are therefore not in operation. Again, out of the remaining two units which were in operation, the compressor of one unit failed in December 2011.  The models of the plant which are very old have become obsolete and the manufacturer does not produce these models anymore and hence the compressor or any parts of the model are no more available in the market for their maintenance or replacements.”

“Immediate actions were therefore initiated from Power Department for arrangement of fund for replacement of the air-conditioning plant with new ones.  The developments of the matter has been duly kept informed to the Assembly Secretariat including the speaker, who took keen interest in getting the much required fund, but later the result had been obvious.  The Department of Power had exercised and exhausted their complete duties of moral and technical responsibilities.  In absence of the required resource, it is completely handicapped,” the release added.  

The choice of Secretary of the Legislative Assembly in blaming the Power Department and the State Government in the media do not auger well at all.  Rather power department question his intention of shrugging away his responsibilities and putting the blame on other including the State Government through media. It is to be noted that assembly secretariat had put onus on power department and state government over news report that air condition of assembly secretariat is not working.

 

 

Two education bills approved

Issues in Assembly

ITANAGAR, Sept 29:  The Arunachal Pradesh Assembly today passed two important education bills for setting up of private universities in the state by voice votes.

The Himalayan University, Itanagar (Arunachal Pradesh) Bill 2012 and The Apex Professional University Bill, 2012, placed in the house on September 27 last by Education Minister Bosiram Siram were passed by voice votes after long debates.

Siram said, with a view to encourage private sector to participate in the field of higher education, the state government had decided to establish the Himalayan university in the state capital to provide the students and teachers the necessary atmosphere and facilities for the promotion of innovations and new methods of teaching.

The state government has decided to set up the Apex professional university at Pasighat in East Siang district to keep pace with the rapid development in all spheres of knowledge and to create world level modern research and study facilities to provide state of art educational facilities to the youths of the state, Siram informed. Both the varsities would be self-financed institutions and there would be no financial implication from the consolidated fund of the state, he disclosed. Meanwhile Social Welfare and WRD Minister Newlai Tingkhatra informed the house that over 1200 km stretch of roads were badly damaged including 27 vital bridges, 1,238 culverts and 455 buildings because of flood and landslide the during year. The loss incurred by the state due to flood, landslides and other natural calamities during the year is estimated at 1728 crore, he said adding, the state government had taken all measures to help the flood victims.

The minister said under Centre’s flood management programme, projects amounting to Rs 156.88 crore were under various stages of implementation process in various flood-prone areas.

"In addition to structural and non-structural measures of flood management programme, the Water Resources Department is being activated in flood warning system which will be helpful to district administrations during flood for advance evacuation actions, he added.

Several members taking part in the discussion urged the government to impress upon the Centre not to treat Arunachal flood problem at par with Assam and other states keeping in view the topography and geography of the state. They also demanded a concrete solution to the perennial problem in the state. PTI

 

 

Govt approves 32 ration sorties for flood ravaged Anjaw

ITANAGAR, Sep 29: While land-locked Anjaw district delinked from the rest of the world is finding hard to fend for itself, the state government, particularly Chief Minister Nabam Tuki approved 32 ration sorties for the worst flood-hit district today.

With no possibility of restoration of road connectivity to district headquarters Hawai or any administrative HQs, the IAF helicopter would provide immediate solace to the starving population, particularly the government employees and the students, local legislator and economic adviser to CM, Kalikho Pul told this daily.

The bright sun brought temporary relief but people, particularly students were stranded without any communication link whatsoever. The chopper on its return trip would lift them from various destinations and drop them at Tezu. The administrative officers led by deputy commissioner CS Jenaw have built or renovated helipad for the air sorties on humanitarian ground to Hayuliang, Hawai, Chaglagam, Metnagliang, Goiliang, Manchal, Wallong and Kibitoo, Pul informed.

Pul also appealed to the IAF authorities to materialize the airlifting form Tezu to end the suffering of the people.  

On being informed about the hardship of the people, civil supplies director Sadhna Deori immediate took up the matter with Minister Kamlung Mossang, who accorded approval before being nodded by the CM.

Pul also urged the BRO and PWD authorities to speed up restoration and repair works so that life returns to normal at the earliest and the schools closed by flood impact reopen.

The flood left a trail of devastation washing away vast stretches of roads, bridges, culverts, destroying dwelling houses, standing crops besides claiming three lives.

 

 

SLF pleads for effective guidelines in purchasing Govt vehicles

ITANAGAR, Sept 29: In a startling revelation, Sango Lamte Foundation chairman cum social activist Payi Gyadi said that a huge of amount of public money has been drained out by purchasing expensive and luxurious vehicles for ministers, MLAs, Parliamentary secretary,  bureaucrats and heads of department.

Citing RTI papers, Gyadi  said around 1000 vehicles have been purchased by state Govt and its agencies within   last 3 years and most of the expensive vehicles ( with prices between Rs 10 lakh to 20 lakh) do not  even pliable  on the roads in Capital complex. A person with such expensive car (of Rs 10 -20 lakh) must have earning capacity of Rs 1 to  2 lakh  to maintain his living standard, he observed.  Gyadi further said that money paid by the pubic in the form of tax to the Govt’s coffer is not properly utilized. Tax revenue meant for development of road infrastructure, health and education sectors and proper supply of power, water supply and other welfare activities has been used by public servants and elected representatives without accountability, there by paving the way for corruption, the RTI activist said.

In public meetings, Netas deliver their lectures stating that health, education, road, hydropower, agri-horticulture, tourism and sports etc have been given top priority, but   in reality it remains in paper only, Gyadi said.

Stressing the need of proper road infrastructure, SLF chairman said that only good road condition will help accelerate development activities, otherwise everything will be in papers only.

As per the  office Memorandum No.TPT (A)-15/98, Dt Itanagar, the 8th Oct,1998, the chief secretary shall be provided with two vehicles, divisional commissioner of a division shall be provided with one Gypsy and a car. It was further said that one vehicle each should be allotted for official use of officers to the rank of commissioner and secretary, special secretary, joint secretary and above working in the secretariats. The heads of department shall be allotted one vehicle for official purpose, while a deputy commissioner will have two vehicles – one car and another Gypsy or jeep, and district head of office shall be normally be allotted one vehicle including for field officer. But in reality all the ministers, MLAs and top level Govt officers use same type of vehicle making it difficult to recognize the VVIPs and VIPs, the SLF chairman rued.

Advocating for proper guidelines in purchasing vehicles for Govt servants and public representatives as per their  status and position, the SLF appealed  the State Govt issue necessary directives to the  concern department not to  purchase very expensive vehicles for Govt. functionaries before it is too late.

 

 

State level Mahila Congress convention cum Training programme held

ITANAGAR, Sept 29: The Arunachal Pradesh Mahila Congress Committee (APMCC) has organized State level Mahila Congress convention cum training programme for awareness of women in politics and socio-economic development programme on September 25 and 26 last at Rajiv Gandhi Bhawan, Itanagar.

Speaking on the occasion, All India Mahila Congress Committee president Anita Verma highlighted the importance  and role of women in the society.

While encouraging the Mahila Congress Committee to take part in such programme, Verma  said that women play a major role in the society. So, the women should work dedicatedly for the welfare of the women, children and the society and all the women folk must be made aware of their rights and deserving women aspirants must be given preference even in politics.

Verma appealed to Chief Minister Nabam Tuki to bring legislation for providing 50 per cent reservation for women in panchayat and local bodies' elections in the state.

Responding to the memorandum Chief Minister Nabam Tuki assured to organize Mahila Congress Conventions in the district level. He also stressed on membership drive among women workers at village level and advised them to constitute Self Help Groups and NGOs in their respective areas.

In connection with the induction of a member in the SPB, he assured to examine the demand with the concerned minister. Regarding creation of a separate Investigating Officer for Female criminals, he assured to place the matter in the cabinet.

He further briefed about the Rastriya Krishi Bikash Yojna and urged the women communities to constitute Mahila Congress Units in the villages to monitor its progress.

Former member, National Commission for Women and Former Vice-President, AIMC Nibha Konwar insisted on economic development of women and briefed about female foeticide and property rights of a girl child.

She has also said that the Registration of Marriage Act, which is mandatory now, should be duly followed. She also urged the members to keep watch on women trafficking and to inform the police, if any such incident took place and came to their knowledge.

PWD, Finance and Planning Minister Chowna Mein encouraged the women to come forward for tea and rubber cultivation and informed that the government is ready to help such group.

Meanwhile, State Mahila Congress Committee headed by its president Yari Dulom and General Secretary (Hq) Yam Tok appraised the difficulties faced by Mahila Congress in Arunachal Pradesh to Verma and Tuki and also submitted a memorandum to Verma on the occasion demanding induction of women as Member of State Planning Board (SPB), Reservation of 33% Seats for Women in Assembly and Parliament, Special Investigating Officer for Women, Job Reservation for Women in all Government and Semi-Government and other Private/Public Sector Undertaking, Scholarship and Reservation of Seats for Higher Education like Medical and Technical Engineering Institution, Establishment of Girls College in Arunachal Pradesh and Self-Employment Scheme for Women.

Parliamentary Secretary Planning, PWD and Finance Nabam Rebia, APMCC Vice President Tadar Yadir, East Siang District Mahila Congress Committee Oter Tayeng, City Mahila Congress Committee, Itanagar President Mai Modi, DMCC, Papumpare District President Techi Dumsap, City Mahila Congress Committee Vice-President Yako Tok, DMCC, Tirap District President Santung Lowang Bangsia also spoke on the occasion.

BJP demand for expediting relief and rehabilitation process of flood affected area

Itanagar, Sept 29: Alleging that the State Government was not taking adequate measures to lessen the sufferings and hardship of flood affected people in the state, the state unit of Bharatiya Janata Party (BJP) today demanded the State Government to expedite the relief and rehabilitation process of the affected people.

The recent wave of flood in Arunchal Pradesh caused widespread damage to human habitation displacing more than two lakh population, agri-horti fields, livestock, dwelling houses, road and bridges, specially in eastern districts. The flood and claimed many human lives in Anjaw and Lohit districts, State BJP general secretary and spokesperson Tai Tagak said in a release

Claiming that there has been acute shortage of all essential items in those flood ravaged districts with obstruction to transportation due to disruption in road communication, the saffron party demanded air dropping of ration items, life savings medicines etc. to the flood hit people. All the district and state disaster management committees should be activated for effective relief services and medical departments alerted to contain outbreak of any disease in epidemic form after flood, he said. Further, the government should properly monitor the relief operations to ensure that the relief items are reached to affected people on time.

Meanwhile, the BJP demanded for holding Panchayat Elections on time as per schedule. The State Govt should not try to suspend the grassroots level democratic institutions elections under any pretext unless there is any national emergency. The party also demanded for holding Municipal elections at the earliest, if possible along with the PR elections.

 

 

Administration dismantles illegal structures at Kokila

ITANAGAR, Sept 29: Ever since, Airport Authority of India declared Hollongi as site for proposed green field airport, there is rush among citizens living nearby to encroach the land and construct various types of illegal dwelling houses to claim compensation.

Taking serious note of the development, deputy commissioner of Papum Pare had issued executive order under section 133 Cr.PC to those illegal encroachers to desist from carrying out such activities.

Taking strong note of such illegal activities, on 25th September extra assistant commissioner cum executive magistrate of Balijan circle, Mindo Loyi along with police force carried out eviction at Kokila block no. 2, 3 and 5. During the drive five number of illegally constructed SPT/MIBT type building was dismantled. Further magistrate has urged people to refrain from carrying out such illegal activities and said strong action will be taken against offenders.

 

 

‘Quality teachers: urgent  need of Arunachal’

Itanagar, Sept 29: A three-days Teachers’ Orientation Programme (Acharya Prashikshan Shibir) for English Teachers of VKVs organized by Vivekananda Kendra Vidyalaya Arunachal Pradesh Trust commenced at KVK here yesterday.

Higher and Technical Education Director Dr. Joram Begi attended the inaugural function, who stressed the need of highly qualified teachers in Arunachal Pradesh, particularly in English subject.

Key resource person Dr.Manmadha Kundu told that emphasis will be on imparting what is not English teaching. English teachers from all the VKVs of Arunachal Pradesh are attending the programme.

The Joint Secretary of VKVs Su.B.Radha Devi also spoke on the occasion.

Dr.Dhirendra Mohanty; an eminent scholars in teacher education is the another key resource person of the programme.

Kurung Kumey, Capital Complex enter QFs

ITANAGAR, Sept 29:  Kurung Kumey and Capital Complex beat their respective opponents by equal margin of 3-0 goals in their last group matches and entered into the knock-out round in the 11th Tadar Tang Memorial State Level Football Tournament at Rajiv Gandhi Stadium, Naharalagun today.

Kurung Kumey’s Tamchi Tassung scored in 40th and 64th minute and Kipa Lal in 53rd minute to knock Dibang Valley out of the tournament.

Nguri Alin (21 min) and Gungte Chapi (40, 46 mins.) were the scorers of Capital Complex against Upper Siang.

One player each from Dibang Valley and Capital Complex were cautioned with yellow cards by field referee.

AP Police to meet Upper Subansiri in the first quarterfinals tomorrow at 1230 pm while East Siang to play against Papum Pare in the second quarterfinals at 2:30 pm.

 

 

Launch of Diigok Roli Website by SFCCI-12

ITANAGAR, Sept 29: The concluding function of Solung festival (Gamruk Dobo) was organized by Solung Festival Celebration Committee Itanagar- 12 at Solung-Mopin ground here this evening.

On this occasion, the electronic version of the magazine ‘Diigok Roli’ - www.diigokroli.com was launched by Tapang Taloh, President, SFCCI-2012. Also, a CD on the Solung festival celebration was released on the occasion. Many cultural programmes were also displayed by the various cultural teams (Rasengs) of the Solung celebrations during the night.

The ‘Diigok Roli,’ the annual magazine of Itanagar Solung festival, has been the mouthpiece of the SFCCI, since its inception in 2006. It was the vision of Bolung Siram and Tayi Taggu, the then President and General Secretary of SFCCI-06 and their team and the great effort put in by the founding Chief Editor  Dr. Asham Borang, and the eminent members of the Editorial Board, that the Diigok Roli was born.

Taggu is the man who gave the name ‘Diigok Roli’ to the much loved Solung magazine.

The Diigok Roli, the call of the dawn, was conceptualised to document and preserve the tradition and culture of the Adi community for the present generation. And also to document present practices of celebrating the various festivals of the Adis, specially at Itanagar, so that the future generations may refer to.

Since 2006, the Editorial Boards of each succeeding years have tried to uphold the main motto. Diigok Roli also provides a forum to individuals with a literary bend of mind and genius to share their thoughts and ideas.

Today the physical printing and distribution of the magazine has got so many limitations and hurdles. To overcome this, we need to tap the advancement in technology to our advantage. The creation and launching of the e-Diigok Roli, the magazine in its e-Book avatar, is an attempt in this direction. With the launch of e-Diigok Roli, anyone across the world can access it overcoming the limitations of physical distances, remoteness, time and space.

With this noble idea, the Literary Committee, SFCCI-12, decided to launch the e-Diigok Roli. Tapang Taloh and Getom Borang, Prez and Gen. Secy of SFCCI-12 respectively, were very receptive of the idea and approved it with great enthusiasm. All the other Committee members of

SFCCI-12 have also been equally enthusiastic about this e-Diigok Roli project and supported us wholeheartedly.

The path from Diigok Roli paper magazine to the electronic version in the web is through a complex technological jungle and requires high technical expertise. The successful launch of the website was possible with the technical support and guidance of  Arun Siram, ITS, and Osing Dai, both of BSNL. And the credit of designing the web site goes to Debasish Sarkar, Programmer.

Further, the earlier issues of Diigok Roli, from 2006 to 2011, in e-Book forms will be available in the website.

 

 

LYC leader demands ration sortie for flood ravaged Anjaw people

ITANAGAR, Sept 29: Lok Sabha Youth Congress, Eastern Parliamentary constituency vice president Bakemso Towsik has appealed to the state Govt to  press chopper into service for supply of food items and essential medicines to the flood-ravaged people of Anjaw district and also provide relief materials to flood victims immediately.

The LYC leader said that the health department should fully be prepared to prevent any possible outbreak of epidemic in flood damaged area, particularly in remote villages of the district.

It is worth mentioning that a team of Arunachal Pradesh Youth Congress headed by Towsik visited the flood affected area of the  district recently and found that  main road from Kibithoo to Tezu  has been damaged in several locations due to landslides triggered by recent incessant rain. Road link to all outposts including Goiliang, Changlagam, Metengliang circles have been badly affected forcing the local people to face severe food crisis, Towsik said.  

However, the LYC leader lauded MLA cum advisor to CM, Kalikho Pul for his role in lessening the sufferings of the flood affected people.

During  its visit, the Youth Congress team also conducted social service and clear the land slide on Khupa and Hayuliang road with the help of a JCB.

 

 

ABK donates food grains to flood victims of Sadiya

ROING, Sep 29: Adi Bane Kebang (ABK), Lower Dibang Valley unit in a show of solidarity to fellow citizens affected by flood, donated food grains to flood affected people of Sadiya sub-division of Assam in a simple function held today at Sadiya.

The eastern part of Assam and Arunachal had been lashed by eight days of torrential rain causing loss to agriculture fields, damage to crops, houses, livestock and properties.

Despite being severely affected by the flood themselves, the villagers from Bolung, Kangkong, Jia and Parbuk of Lower Dibang Valley came forward to part with their food stock to donate one quintal of rice from each village.

The relief materials consisting of food items were received by Kishore Thakuria, Sub-Divisional Officer (C), Sadiya and M Kutum, Circle Officer, Sadiya on behalf of the flood victims of the sub-division.

Present in the function were Mibom Pertin, President, ABK, Abu Saring, Secretary, ABK, Basu Perme, ex-MLA, Jowar Moyong, Vice President, Bogum Bokang and Kepsu Tayeng, President, Inter Related Peace Committee, Roing-Sadiya.

Meanwhile the Dambuk-Paglam people of Lower Dibang Valley are crying hoarse over indifferent attitude of district administration towards the plight of flood affected people.

Reporting over phone from Pasighat, Robin Perme, Anchal Samity Member, Bizari, who went on foot from Roing to Pasighat to assess the flood damage have said that so far non of the concerned government officials have visited the flood affected areas.

In the aftermath of flood, domesticated cattle are facing the risk of diseases which could spread, said Perme. And he appealed the authorities to immediately dispatch team of veterinarians in the Paglam-Anpum circle.

He lamented that despite reported damage of PWD roads, fear of spread of diseases, loss of agriculture produces, no officials concerned have turned up to assess the extent of damage. He further said that whatever helps are coming it is from the local Dambuk MLA Jomin Tayeng himself.

Dr. Dol participate in Meghalaya conference

ITANAGAR, Sept 29: Renowned Gospel Preacher, Dr. Joram Dol, President of ACRYA attended the four days Guwahati Christian Forum’s  Leadership conference on the theme "Let us be one (John 17:22) at Umran  RRTC, Meghalaya from September 25-28 as guest Speaker.

In his speech, Dr. Dol  urged the Christian leaders of Assam to shoulder the greater responsibilities and be a light bearer towards bringing a positive changes in the society. He also appealed to maintain unity among the churches of Assam.

Pastors of the districts, missionaries, leaders, believers and the well wishers of Assam attended the conference.

 

Army  rescues  marooned villagers at Sadiya, Lohit

ITANAGAR, Sept 29: The 12 Assam Regiment rescue team rescued 1451 marooned villagers and provided food items to 4250 people in Sadiya subdivision of Assam and Lohit district of Arunachal Pradesh during the recent flood.

The Army rescued 1323 persons from Chapakhowa under Sadiya sub division and 128 from Sunpura in Lohit district. Eight hundred flood affected people were provided food items in Sunpura along with 11 bag rice while food items were distributed to 3450 people in Chapakhowa from September 21 to 25. The Army also organized medical camps in various places and over 122 patients from both Assam and Arunchal Pradesh were treated by the medical team of the 12 Assam Regiment.

 

173 days lost in  bandhs in 11 years

ITANAGAR, Sept 29:  Arunachal Pradesh has witnessed 173 days bandh in the last 11 years. At least 4,168 hours have been affected by bandh calls in different parts of the state since 2001 to till date, Chief Minister Nabam Tuki informed the assembly today.

Tuki, who also holds the Home portfolio, was replying to a question raised in the house during question hour by NCP MLA Bamang Felix. Tuki said, a total of 612 hours were affected alone in the state till August this year due to bandh calls while, it was 1,020 hours last year and 348 hours during 2010.

Altogether 87 persons were arrested in connection with bandh calls during the period while a total number of 21 cases registered in different police stations of the state, he said. Responding to a supplementary, Tuki informed the house that the state government had already declared bandh as illegal in pursuance to the Supreme Court order of 1997 where the apex court has declared bandh as violation to people’s rights. Fund for Handicapped Training Centre sought

ITANAGAR, Sept 29: All Papum Pare District Handicapped Welfare Association today demanded Education Minister to sanction funds for the establishment of handicapped training centre at Yupia and at various circle headquarters, so that physically challenged students can be taught.   The Association also requested the minister to sanction fund for construction of toilet for handicapped students in the various schools of the district.

 

Doctor dies

ITANAGAR, Sept 29: Dr.Bawimso Chaitom, Medical Officer presently posted at District Hospital, Roing passed away today at 3.30 am at Guwahati. He was admitted in ICU at Guwahati Down Town/International Hospital with signs of renal and hepatic failure. He was also suffering from Malaria, informed Arunachal Pradesh Doctors’ Association (APDA).

The Central Executive body of APDA expressed grief and sorrow over demise of Dr. Chaitom and prayed for eternal peace of the departed soul. It also conveyed heartfelt condolence ot the bereaved family to bear the irreparable loss.

 

Hepatitis B cases reported in Upper Subansiri

ITANAGAR, Sept 29: Hepatitis B incidence have been reported in Siyum village of Upper Siang district.

As many as 15 persons have been found infected with Hepatitis B virus in Siyum village, Orphan Trust Society informed in a release. The society appealed to the Health Department to organize awareness campaign on the communicable disease and also provide vaccine to the poor villagers at subsidized rate.

 

NSS Raising Day

ITANAGAR, Sept 29: NSS Unit of Government College, Yachuli celebrated NSS Raising Day on September 24.

On the occasion, the volunteers along with NSS Programme officer Dr Hage Hassang and office staff organized a social service and planted  200 saplings within the college campus. The NSS unit expressed their gratitude to Range Officer, Yachuli for providing saplings on the occasion.

DPC Kamki organizes social service

ITANAGAR, Sept 29: The students of Donyi Polo College (DPC), Kamki organized a social service by cleaning the office premises, classroom and roads. Around 200 saplings provided by DFO Aalo were also planted in the roadside and college premises. The faculty members and other staff of the college also participated in the social service.

 

KVK training for SHGs

ITANAGAR, Sept 29: Krishi Vigyan Kendra (KVK) Lower Subansiri conducted a day-long training on management of Self Help Groups (SHGs) and scientific cultivation of cabbage at Hong today

Subject matter specialist Dr Puspendra Saroj (Agricultural Extension) trained the members of self help group about management and documentation for successful functioning of SHGs while and Shashi Kant Chaturvedi (horticulture) educated the farmers about scientific cultivation of cabbage for income generation.

 Videos of successful SHGs were also shown to motivate the trainees.

Altogether 19 participants participated in the programme.

 

Sona mourns death of priest, student

ITANAGAR, Sept 29: Parliamentary Secretary for Tourism and Mechuka constituency MLA Pasang Dorjee Sona has expressed deep sadness over demise of priest Shijo Paul, MSFS, the assistant priest of Holy Angels Parish, Tato and young student Raju Bunyi in a tragic road accident along Tato-Monigong road on 26th of this month. Stating their death as loss to the people of area, Sona prayed for peace of the departed soul.

 “My profound condolence goes to the bereaved family member of priest Shijo Paul and young soul Raju Bunyi. Am extremely pained to hear the news and will extend every possible help from my side in this regard. Especially the death of class V student Raju has shocked me,” stated Sona in a release.

 

Arunachal Guv calls on his Assam counterpart

ITANAGAR, Sept 29: The Governor of Arunachal Pradesh General (Retd) J.J. Singh called on Governor of Assam Shri J.B. Patnaik at Raj Bhavan, Dispur, Assam yesterday.

They discussed on issues concerning interests of the two neigbouring States, including promotion of social, cultural and economic bonds amongst the people.

OFT on water harvesting

ITANAGAR, Sept 29:  Krishi Vigyan Kendra, Changlang started an on farm testing (OFT) of water harvesting devices including purification in Longtom village of Kharshang sub-division of the Changlang district today.

Six beneficiaries were purposively selected from the village to test the difference in water quality by providing them a handmade filter by the use of available resources.

The trail filtration was conducted by Pinki Sharma, SMS (Home Science) under the guidance of KVK Co-ordinator Dr. Narendra Kumar by taking care of all ‘PRA’ results as people were suffering from many water borne diseases like Diarrohoea, Typhoid, Dysentery, and Cholera due to the high concentration of iron and other impurities in the water in Longtom village.

Handmade filter was made using stone, coal, sand and stone pebbles which are easily available and cheap so that villagers do not face any financial problem in adopting this technology of water purification. The techniques and functioning of the handmade filter was also explained to villagers in details.

 

Departmental Seminar

ITANAGAR, Sept 29: The Department of English, Don Bosco College, Jollang-Itanagar, conducted its annual Departmental seminar on the topic, “Literary Criticism: 19th to 20th centuries” today.

The occasion was attended by Dr. A.R. Parhi, HOD of English, Rajiv Gandhi University as resource person.

The seminar papers were presented by the students of BA II & III (English Hons), guided by the faculty members of the department. The papers presented highlighted the general understanding of Literary Criticism with a focus on the genesis and the development of Literary Criticism. Its main attention was on the Literary Criticism of the 19th and 20th centuries. There were four papers presented interspersed with dance, songs and poetical drama recitation of T.S. Eliot’s “Hollowman”.

Dr. A.R. Parhi, in his address, lauded the effort of the students and encouraged them to find a co-relation and connection between the different trends of Literary Criticism in the different periods of history. He spoke at length on the different trends of critical efforts in literature down through the ages.

The Seminar was indeed an extension of the classroom learning experience as it widened the perspective of the students and instilled in them the love for literary efforts as students of English literature.

 

Centre assures help to local entrepreneurs

ITANAGAR, Sept 29: Minister for New and Renewable Energy Farooq Abdullah has assured his ministry’s all help to the local entrepreneurs in developing small hydel projects upto 25 mw in Arunachal Pradesh. The minister gave this assurance to a state delegation led by Member of Parliament Takam Sanjoy in New Delhi today.

The minister discussed with the state delegation on hydro, geo thermal, wind and solar power potentiality of Arunachal Pradesh, especially on small hydel projects upto 25 mw and expressed his keen interest in involving the local Arunachalee people as small entrepreneurs in hydro-power sector, according to a release. The state delegation included Parliamentary Secretary Nido Pavitra, Arunachal Pradesh State Commission Social Welfare Board Chairperson Marina Nido.
